After her parents divorce, her mother remarried and her step-father moved the family to Denver, Colorado in 1954. Judy attended Bryant-Webster Elementary School in Denver. The family settled at 38th and Winona Court. During the 1980s Judy worked as an aide for City Councilwoman Debbie Ortega. In 2003, she was elected to represent Council District 9. She will remain in the limited term position until 2015.
