The site lacks a street system and there aren't any municipal buildings, but it is composed of a number of small dwellings. There was a grange that acted as a community center. Starting in 1910, the land was settled as homesteads of the allotted 160 acres. The earliest pioneer was a former steel worker, J. M. Walker from Pittsburgh, Pennsylvania. Some speculate that Walker named the place Westplains for a town of the same name in Missouri, but there are those who think the name
represents its location in the extreme western part of Logan County. The post office in Westplains opened in 1910 and lasted until 1949, well after the area's population had declined and much of the land had been turned back into grazing."DonorGift; Kenneth Jessen; 2020.
