The five-story City Hall is built of rusticated stone, it has a central clock tower with a domed cupola and a mansard roof with dormer windows. Horse-drawn wagons and street car tracks are on Larimer Street. Signs on commercial buildings read: "The People's Art Gallery, Wm. J.
