Summary
A man sits on a small tracklayer (crawler) tractor that pulls a shovel with wheels in the mud covered street in front of the power house, after the Arkansas River flood in Pueblo, Colorado. A high water line is visible on the brick wall of the building. Men with shovels are near piles of mud.
