The recently concluded Special Session of the State Legislature saw a number of laws enacted that dealt with immigration issues in Colorado including HB 1023. The law deals with who is eligible to receive public benefits as well as penalties for falsifying information. One aspect of the law allows only legal residents access to professional and business licenses. Leon has been a US citizen for about 30 years and has been working as a hairstylist for about 25 years. Hairstylists are licensed every two years and under recent changes to the law those applying for licenses will have to prove they are in the country legally.
