Sidney Spiegel, cq, who represents the Colorado Senior Lobby, listens to customer testimony at the Colorado Public Utilities Commission public hearing on a proposal by Xcel to collect $34.4 million more from its natural gas customers to recover its cost of delivering natural gas to homes and businesses and also to earn higher profits for its shareholders. Xcel's proposal would increase a typical residential customer's gas bill by $2.02 per month, or about $24 per year. The average bill for a commercial customer would increase by $6.91 per month, or about $83 per year. Many customers who are on a fixed income were on hand to express their concerns about the proposed hike. Photo by TODD HEISLER/ROCKY MOUNTAIN NEWS ***Sidney Spiegel***
