Sen. Ken Kester has a laugh as the Senate Business Affairs Committee heard about SB 82 from Sen. Ken Kester, R-Las Animas, Monday Jan. 19, 2004 about letting college students under the age of 21 "taste but not swallow" alcoholic beverages if they're in a culinary arts or other food program. "This does not endorse getting drunk in school, nor does it promote underage drinking. It's simply a 'sip and spit' exemption for students who are engaged in relevant areas of study," Kester explains. The bill passed. (Photo by Ahmad Terry / ROCKY MOUNTAIN NEWS
