For the Ref C and D Project: Shot on 9/20/2005 - Andrew Ban and Trevor Nicholas, both in third grade, use outdoor stair railings as monkey bars during the morning recess at the Elbert School. Bill Fraley, the head custodian, said if they had the funding, the first thing he would do is buy more and better playground equipment for the kids. Rural Elbert county school district is one of 70 districts statewide that couldn't afford to build a new school if it had to because their tax base is not strong enough. In Elbert, the main part of the Kindergarten through 12th grade school was erected in 1936. There are have been several add ons since then, and a portable classrooms in the back. There are also repairs that have gone undone because of lack of funds. (JUDY DEHAAS/ROCKY MOUNTAIN NEWS)
