For the Ref C and D Project: Shot on 9/20/2005 - Elbert School maintenance director (rt) Ron Pavey (cq), who has worked at the school for 21 years and Head Custodian Bill Fraley (cq) walk the parameter of the school inspecting areas that need work. Behind them are three phases of the school - the wing to the left is the old gym and was built in the 50's, center is the original school building from 1936, and to the wing to the right was built in 1986. Rural Elbert county school district is one of 70 districts statewide that couldn't afford to build a new school if it had to because their tax base is not strong enough. In Elbert, the main part of the Kindergarten through 12th grade school was erected in 1936. There are have been several add ons since then, and a portable classrooms in the back. There are also repairs that have gone undone because of lack of funds. (JUDY DEHAAS/ROCKY MOUNTAIN NEWS) **Ron Pavey (cq), Bill Fraley (cq)
