Rudy Sisneros, 46, flies an American flag outside his home in the Eagle Valley housing development in Frederick Colo., on Monday, June 6, 2005. His subdivision's home owners' association informed Sisneros he was violating the HOA covenant after he installed the flag pole in January. It then told him to remove it, which he did. Sisneros reinstalled the pole upon Colorado Gov. Bill Owens' Monday signing of SB100 that prevents HOA's from banning flag poles, but allows them to regulate their placement and the size of the flags flown. "There is nothing prettier than our flag flying high from a pole," Sisneros said.
