(DENVER, Co. - SHOT 4/5/2005) A view looking up South Simms Street towards Coal Mine Avenue with a new subdivision named Eagle Point on the right. Homes start in the low-$300's according to a sign out front. Boulder and Denver counties rank as 1 and 2 in top metropolitan areas in the 8-state rocky mountain region when measured by "social capital." Colorado College researchers coined the term to describe what a community invests in culture, education, civic participation and community health to provide opportunity for its citizens to be full participants in its civic life. The rankings are contained in Colorado College's 2nd annual State of the Rockies report card which lists the best places to live in the West and why.
