Speaker of the Colorado House of Representatives Andrew Romanoff, (D-Dist. 6), watches the tally of votes on House Bill 1194 in the House on Monday morning, April 18, 2005 at the State Capitol Building in Denver. In passing HB 1194 by a 46-19 margin, lawmakers agreed to ask voters to give up $3.1 billion in surplus tax refunds over five years, and an additional $100 million in the sixth year, to pull the state out of its budget crisis.
