LAKEWOOD, COLO. 6/27/04 -- In a cabinet, Shannon Davidson holds a picture of her mother while passing a fingertip kiss to a jar that holds the ashes of her mother, Debra Davidson. Debra Davidson was former Denver sheriff's deputy who was killed by her boyfriend in 1999. Her killer, Donald Wager, had a long history of domestic violence and many chances for intervention with the system prior to his ever meeting Davidson.
