Colorado House of Representatives Speaker Andrew Romanoff, (D-Dist. 6) paces in the well of the House as members debate House Bill 1194 on Monday morning, April 18, 2005 at the State Capitol Building in Denver. In passing HB 1194 by a 46-19 margin, lawmakers agreed to ask voters to give up $3.1 billion in surplus tax refunds over five years, and an additional $100 million in the sixth year, to pull the state out of its budget crisis.
