He's been affected by another contentious downzoning proposal which is going before the Denver City Council.The proposal, which would rezone 21.5 acres in South Park Hill, is pitting small developer Chad Richardson (cq) against neighbors. Richardson has already submitted plans to the city to build nine townhomes and is lobbying council members to sponsor an amendment that would let him go through with his project. Richardson said he's invested hundreds of thousands of dollars into the project, money he would lose if the proposal is adopted. But Councilwoman Carla Madison (cq), who is sponsoring the proposal, said she doesn't support the amendment and neither do neighbors. She said Richardson at one point wanted to build 40 units and is not trusted by the neighbors."Unfortunately, I think he's learned a very expensive lesson," Madison said.
