Denver,Co. 12/24/04 -- At St. Catherine Catholic Church, Shannon Davidson lites a candle and prays for her mother Debra Davidson before midnight mass. This is where the family held her mother's funeral. Some family members can not go into this church because of the memories. Debra Davidson was former Denver sheriff's deputy who was killed by her boyfriend in 1999. Her killer, Donald Wager, had a long history of domestic violence and many chances for intervention prior to his ever meeting Davidson. He is an example of how ineffective the system can be at handling repeat offenders. Wager is currently serving 65 years for Davidson's death. (photo by Linda McConnell/Rocky Mountain News)
