State Patrol Trooper Ron Watkins testifies in support of SB07-151 sponsored by Senator Peter Groff, (D- Denver) which would make seat belt violation a primary offense at the State Capitol in Denver, Colo. on Wednesday February 14, 2007. A State Senate Veterans & Military Affairs Committee passed a bill that makes it a primary offense for not buckling up or putting a kid in a car seat.
