JPM121 Colorado Gov. Bill Ritter answers questions after signing an executive order at the State Capitol Building in Denver on Wednesday, Jan. 31, 2007. The order will establish a preferred drug list, one of the first steps necessary for entering a multi-state purchasing pool for pharmaceuticals. Similar legislation was vetoed last year by then-Gov.
