The Celtic Tavern, a downtown Denver bar, is allowing smoking because it thinks it qualifies for the "Cigar bar" exemption, earning $50,000 in revenues from sales of tobacco but state attorneys don't necessarily agree. Chris Encinias (cq) of Denver smokes at the bar in The Celtic Tavern Friday January 26, 2007. He said he supports them because they allow smoking.
