On March 16, 2006, there was a hearing in the old Senate Chambers in the State Capitol building on a proposed juvenile probation bill with zealous juvenile advocates going head to head with equally zealous prosecutors and victims advocates. Monica Goetsch (cq) sits with her grandson Jordan Goetsch (cq), 8, and her granddaughter Allison Goetsch (cq), 13, and sobs while she listens to testimony opposing the bill authored by Rep. Lynn Hefly. Monica's son Danny Goetsch was killed when Crips gang member Dietrick Mitchell, 16 at the time, struck and killed him in a stolen car in 1991. Although Dietrick was charged with first degree murder, there was a glitch in the law, and he will be up for probation in the year 2031.
