Dahlia Center Area
In addition to the report memo of September 2 to Bill Miller,
and informal discussion with you and George Kelly, and before
the year 1966 ends, our staff wishes to summarize and emphasize
to you, for the record, our concern that the most urgent programs inre the Dahlia Center (and other potentially f'explosive"
areas) which the CITY must insist upon are:
1. Immediate survey of employment-training needs in the
area, probably by the Employment Service or Denver
Opportunity and implementation thereof
2. Careful, in-depth review of police attitudes and the
police role, and the instituting of corrective measures
3. Intensive, effective community organization of the people
in Northeast Park Hill (if Alexander doesn't give professional
direction, then someone else must)
4. Effective, ordered coordination of all city agencies1 work
in the area
5. More effort to get cooperation of mass*media
6. Attractive place for Negro young adults somewhere near
the area --privately run
