FEB HEIR 1976 PLANNING BEGINS FOR COMMUNITY CENTER By Michael Henry After what seemed to the participants like hundreds of meetings in late 1974 and throughout 1975, Denver's Council District 10 is now assured of a community center. Citizen committees, the Mayor's Advisory Council (created just for the purpose of advising on the distribution of CDA funds), the City Council, the Denver Planning Office, the Mayor and HUD all had a hand in determining how the $15 million to be allocated to Denver for each of the next few years under the federal Community Development Act should be used. It has been decided that most of the funds for the first two years for District 10 (encompassing the Capitol Hill, Cheesman Park, Congress Park and Speer neighborhoods) will be used for the acquisition and development of one or more existing buildings for a community center. Despite the banner headline in January's Life on Capitol Hill, Emerson School Will Become Capitol Hill Community Center," no decision whatsoever has been made by any of the interested groups as to a location for the center, even though Emerson School, at 14th and Ogden, has been unofficially favored by many if agreement could be reached with the Board of Education and the federal court. Both Ben Hitchens and Gail Vila, who were appointed respectively by Councilman Koch and Councilwoman Donohue, as District 10's members of the Mayor's Advisory Committee, deserve the thanks of the community for their great efforts in representing the neighborhood and acquiring the funds for the center. Bill Pace is now coordinating the planning of the center. Committees have been established to study site selection, the concept of a community center, by-laws and constitution, and design of the center.
