CAPITOL HILL UNITED NEIGHBORHOODS
MINUTES OP BOARD MEETING - DECEMBER 18, 1975
The meeting was opened by Bernie Jones
INFORMATIONAL: Bernie announced that the Unitarian Church, Life on
Capitol Hill, and Zach's have each joined CHUIT.
TRANSPORTATION: Dwight Filley reported that a review of deep
tunneling cost estimates revealed that the RTD figures may be
as much as two-times too high. Herb McCall (area engineer)
presented the conflicting estimates to RTD representatives at
which time they stated that a more accurate analysis would undertaken if and when federal monies become available.
Cathy Donahue stated that she had met with people from Montgomery
Ward and Blue-Cross Blue-Shield and that they were both receptive to
an underground transit configuration. She will pursue the iknder-
ground theme with the Denver Planning Office.
Dwight reported that the one-way reversal issue is moving slowly.
A six-person citizen advisory commission was approved by the City
Council but has not been signed by the Mayor. The group has
applied for CDA money to finance the cost of street sign changes
necessary for implementation. Washington/Clarkson, Corona/Downing,
and Grant/Logan, are proposed for restoration to two-way streets.
The Cheesman Park barrier issue will not receive City action until
next spring. There is a proposal to close the north entrance at
Franklin Street.
LAND USE AND ZONING: Chuck announced that the last work shop was
poorly attended. The next session will be Jan. 7 at St. Barnabas.
He further reported that an apartment in Capital Hill has
received approval to enclose its balconies, thereby exceeding
gross floor restrictions. 'It was revealed that parking regulations were left out of the ordinance for historic structures
due to administrative error. A new ordinance is being drafted.
A coalition of neighborhood organizations is going to study the
Burlington Northern Plan. Chuck requested approval to continue this
effort and Bernie granted the authority.
Chuck presented an outline of typical Planned Unit Development (P.U.D.)
proceedures. He felt that some potential weaknesses include: citzen
input, inclusion of low-income, and size of parcel. He asked for
volunteers to work on this question.
PEOPLE'S FAIR:;, Sarah Gilbert stated that an organization plan is ixi
the works. The sitTe needs to be selected with the committee favoring
a Cheesman Park location. Joe Cianeio of Parks and Rec. said that
money Ban not be exchanged in City Parks. * The City Attorney will
give an opinion and the committee will continue to pursue the
alternatives.
