CAPITOL HILL UNITED NEIGHBORHOODS
QUARTERLY ALL-MEMBERSHIP MEETING - NOVEMBER 20, 1975
Bernie introduced Jack McCrosky and Barbara Holme for their
reports on legislative efforts:
Barbara presented three areas of special concern:
1. The bill for a shared risk pool - the momentum has slowed
somewhat. The $5,000,000 program instituted by six banks
is to begin by Dec. 1. The Savings and Loans are moving
very slowly.
2. The tenent-landlord bill suffered defeat. There are plans
to reintroduce the measure.
3* The present law on property assessment and school finance
must be acted upon. There is a need to equalize assessment.
and to look for other ways for school aid.
Jack outlined the following:
1. The bill to eliminate the Eair Trade Law
2. Historic Registration
3. More equitable fees for notary publics.
4. Tax reform needs: eliminate tax on food, impose severence
tax, reform small business taxes.
5. Measures for increasing Denver1s revenues: Jack proposed a
plan to increase the gas tax by 20.
Bernie relayed a phone report from Cathy Donahue who stressed an
ordinance for the rebuilding 6f homes on lots less than 50' wide.
Larry Watson and Lew Rosenberg were intrduced for their views
on the housing situation:
Larry Watson reported on his efforts with an ad hoc group
with the older home financing program advanced by the six
banks. He announced that they have gained another million.
He stated that they will loan within-any area of the City and
County. This will include loans for renovation. They will be
ready in a few weeks and are prepared for 90-95$ financing.
Lew Rosenberg said that Denver is in a crisis situation with
the problems of annexation and school intgration. He sees an
increase in f(barc!insures. He spoke against the anti-business
sentiment that has resulted in regulatory action and stressed
the need for a spirit of cooperation
Bernie reported on the continuing activities of the Capitol Hill
business peoples group.
