MINUTES OF CHUN BOARD OF DELEGATES MEETING...SEPTEMBER 24, 1981

OFFICERS' REPORTS...Liz Crawford reported $6490 in the treasury...Mary Cook, VP for
Membership,said she might be doing a mailing in October to boost membership.
STAFF REPORTS...Paula Kelley, VISTA, reported that the CHAPS program would be opening full-time in October...Meg reported for Economic Development VISTA Steve Valecevic,
that Steve was working with the CHUM-wide economic development group which had had a
very fruitful meeting, was working with Unsinkable Neighbors on exploring alternative
ways for seniors in that area to obtain groceries, and had found an architect to draw
up renderings of 13th Avenue with the sidewalks widened. Others shared the positive
evaluation of the economic development committee meeting....President Marcia Hughes
raised the possibility of CHUN contributing to the fund set up in memory of Rep. Jack
McCroskey's son. Mike Henry moved contribute $100 with the understanding that Jack
be encouraged to seek additional funds from the People's Fair grants. Motion was
passed.
CABLE TV...Marcia shared with the Board the work of INC in planning a conference for
the three cable bidders to present their proposals to neighborhood groups (set for
October 24th), and the issues which have arisen about the amounts of contributions
which INC had asked of each bidder. After discussion,Dick Johnston's motion passed
10 to 3: that the rating system of INC be changed so that INC itself not be listed
as the city-wide neigbhborhood organization which the successful bidder should contract
to involve neighborhoods in cable. Sandy Weston's motion also passed, which called
for CHUN to request of INC a fuller explanation of the cable conference, especially
its funding, and to express concern over the issue referred to in Dan's motion.
TAX-EXEMPT CORPORATION...The tax-exempt corporation for CHUN was discussed and the
Board approved the filing of the application, with the name Capitol Hill United Neighborhoods' Improvement Fund, with the board composition from 3 to 42 persons, identical to the CHUN Board unless the CHUNIF board be made a subset of the CHUN Board, and
with the following statement of CHUNIF's purpose: to raise and disburse money for
educational and charitable projects in Capitol Hill and Denver. Monies could be
granted to CHUN and/or other organizations with projects.
BUDGET AND FISCAL YEAR...After a report from the exec utive committee about its
discussion of the budget and the fiscal year, it was moved and passed that the budget
be reviewed at the October Board meeting, and separately moved and passed that the
budget year be changed from January-December to August-July.
GENERAL MEMBERSHIP MEETINGS...A report was given of the recent general membership
meeting at which neighborhood assemblies were discussed (how to increase involvement
in them) and the relations between assemblies and the Land Use and Zoning Committee
were also analyzed. The forty persons in attendance passed a resolution that the
neighborhood assemblies be designated as a high CHUN priority. Another general membership meeting was set for October 15th to continue that discussion, as well as to
suggest ideas about a height control ordinance to submit to City Council.
LIQUOR LICENSES...Marcia brought to Delegates up to date on progress in getting rid
of the House of Draught and in gaining changes, in general, in the city's handling of
liquor licenses. The INC Dirty Dozen contest was underway with results to be announced
at the INC October meeting. A two-day hearing had been set by the state Liquor
Enforcement Division on the House of Draught. CHUN members were urged to attend.
