The meeting was called to order by President Dan Paulien at 7:30 p.m.
Board members present were Lynn Adams, G-ordon Appell, Warren Bailey,
Jo Campbell, Dene Clark, Patsy Frannea, Ken Freed, Mike Henry, Jim
Hill, Joanne Hill, Sarah Hite, Bill Johnson, Bernie Jones, D.J. Inman, Sally Kurtzman, Larry Levi, Janet Moore-Kirkland, Alex Oliszewski, Martin Pato, Dan Paulien, Leon Sanders, Charles Trainor.  Others
present were Chris Citron Moore, Ann Schadt, Nancy Rettig, Scott Hardy,
Elissa Meyer, Mark Korman, Jock McNulty, Frank "Chip" Spreyer, Totii
Kanter.
The minutes of January 10 were approved as circulated.
Reports were given on Neighborhood Assemblies held that week.  Area
4 elected Bernie Jones, Marcia Hughes, Larry Levi, Patsy Frannea to
the Board of Delegates.  Area 5 elected Rich Foster and Elisabeth
Dobrovolny; Area 6 - Mark Corban, Joanne Hill; Area 7 - Chris Moore,
Dan Paulien; Area 8 - Sally Kurtzman and Elizabeth Singer.
Board Vacancies.  There are vacancies in Areas 1 and 7.  Bernie Jones
movedJ"that we elect Chris Moore to fill the vacancy in Area 7 and
Tobii Kanter in Area land that Scott Hardy and Mark Corban be temporary At Large Delegates.  The motion was seconded and passed.
Swallow Hill Music Association. Elissa Meyer from this Association
said that they are facing displacement from 608 ,E. Seventeenth Ave.
(to make way for a 7-11) and they would like to have a letter of
endorsement from CHUN to use when seeking funds for a Center for
Traditional Arts.  Janet Moore-Kirkland moved that CHUN write a
letter of endorsement to be used with their application to funding
sources.  The motion was seconded and passed.  Tobii Kanter will ••
help with writing the letter.
People's Fair.  Nancy Rettig circulated the proposed budget for the
1980 Fair.  She announced that there will be 125 Fair spaces for
Capitol Hill concerns, $40 rental for CHUN members, $50 for non-
CHUN members; 125 booths for social service agencies at $20; and
225 commercial booths outside Capitol Hill renting for $60 for CHUN
members and $70 for non-CHUN members.  There is a possible 75 other
booths that may be rented.  The CHUN treasury will directly get the
$10 proceeds for non-CHUN member booths.  The budget summary showed
receipts for space rental of $19,000 and other receipts of $17,325
for a. total of $36,325.  Expenditures totaled $28,431, showing a
total profit of ^7,894.  Carry over seed money is not included in
these figures.  Michael Henry moved we accept the budget as proposed.
The motion was seconded and passed.  Ken Freed moved we amend the
budget by recommending to the People's Fair Committee that they include $50 for a poetry contest.  The motion was seconded and passed.
Gordon Appell moved that a CHJN committee be appointed to suggest
ways to inrrjr^e the profit margin.  Jim Hill moved we table the motion.
The motionAwas seconded and passed.  It was recommended that CHUN
have a discussion and evaluation meeting on the Fair immediately
following the event while the staff member is still retained.  Janet
Moore-Kirkland moved that CHUN have a food booth at the Fair next to
the beer booth and that a committee be established to define the role
